Pepperell panel eyes bylaw for invasive plants on job sites

Pepperell advisory panel pushes toward invasive-plant rules for developers after a knotweed case exposed a policy gap. The Invasive and Native Plant Advisory Committee said a Layton Street project's entire plan for containing spreading Japanese knotweed was "one sentence... something to the effect of we'll be careful," according to committee member Deb, who is drafting a design standard or bylaw and awaiting input from Conservation Agent Paula Terasi before the committee acts further. Members are also folding in mowing guidance for the town's new highway superintendent and invasive-species help for a local farmer.
Separately, the panel advanced its 250th-anniversary community garden, led by Garden Club President Diane Temple, with plants ordered at $6 apiece from Cheryl Turgeon of Mystic Meadows Gardens, and pushed its March 9 Wild and Scenic grant deadline for continued Phragmites treatment. The committee has two unfilled seats and no applicants.
